    Cost of Construction in Singapore

    A good rule of thumb that can be used in the Singapore context

    • Office Space  – 75-100 PSF
    • General Lab  100-150 PSF
    • Wet Lab  150-200 psf
    • Chemical lab 150-200 psf
    • GMP lab 250-350 psf
    • Cleanroom 500-600 psf

     

    This would include basic fit out and not equipment. every building is different, with different levels of fit out and services; therefore it still makes sense to perform feasibility studies with respect to a site or multiple sites.

    For example, some buildings might have floor, ceiling and ACMV fitted, others might be a blanks canvas even needed.

    NEA Submission

    Application to NEA Industrial Siting Consultation (ISC)
    Owners or tenants are required to apply to the National Environment Agency (NEA) for an industrial siting consultation (ISC), previously known as NEA Industrial Allocation System (IAS). This application ensures that the proposed use of the premises has obtained NEA in-principle approval.

    The application to NEA ISC for the proposed use is primarily based on the following checklist:

     

    Material Inventory:

    • A detailed list of all materials to be stored or used on the premises.
    • Information on the quantities and types of materials.

     

    Fuel Burning Equipment:

    • Specifications of any fuel-burning equipment.
    • Details on fuel type, consumption rate, and emissions.

     

    Air Pollutant:

    • Identification and quantification of potential air pollutants.
    • Measures to control and mitigate emissions.

     

    Trade Effluent Generation:

    • Types and volumes of trade effluents to be generated.
    • Treatment methods and disposal plans.

     

    Toxic Industrial Waste:

    • Types of toxic industrial wastes expected.
    • Handling, storage, and disposal procedures.

     

    Energy Bill Details:

    • Projected energy usage for the proposed activities.

     

    Allowable Noise Levels:

    • Expected noise levels from operations.
    • Noise control measures to ensure compliance with NEA standards.

     

    Application Process

    Applicants will require SingPass to log in to the NEA portal for the necessary submission. The details to be submitted should be in compliance with SS 593:2013 Code of Practice for Pollution Control.

     

    Special Note for Tenants

    For tenants, it is crucial to obtain the in-principle approval from NEA as part of the lease agreement requirements set by landlords. This ensures that the premises are suitable for the intended use and comply with all relevant environmental regulations.

    By adhering to the above checklist and submission process, applicants can ensure a smooth and compliant application to the NEA Industrial Siting Consultation.

    SS641 – Code of Practice for Fire Safety for Laboratories Using Chemicals
    This Singapore code was prepared with reference to NFPA 45, NFPA 55, SS531 amongst others, its a directive summarising requirements for keeping laboratories safe and is part of our declaration to SCDF.
     
    Its scope lifted from the reference itself is as follow:

    This Singapore Standard sets out requirements and recommendations for the fire safety of laboratories using chemicals. The standard covers the safe use, handling, storage and disposal of flammable liquids, compressed and liquified gasses. The standard also covers fire safety requirement in terms of laboratory unit design and construction, fire protection, explosion hazard protection, ventilation system requirements as well as the storage, handling and disposal of flammable chemicals. Toxic and hazardous chemicals are also included due to their potential impact on fires.

    This standard is applicable to laboratories located within manufacturing facilities (e.g. petrochemical, pharmaceutical, gas manufacturing), Institutes of Higher Learning (IHL), research entities, commercial entities and healthcare sector. Other potential users are laboratory equipment suppliers, fire safety managers, health and safety professionals, facility managers and consultants (e.g. QP, M&E engineers, fire safety engineers).
